That depends, what kinds of Poke'Mon do you have?  You should give him the one for the element that you do not have (and that you have some spare TMs for, as Eevee evolutions are very bad at getting good attacks).  I know you have a pikachu, so no Jolteon.  You need to choose fire or water, whichever covers more of something you can't do right now.  I'd recommend Flareon, personally.
